Here is how it works...the GPS units give you random routes to get to the same location. This is done by the DOT to ease traffic on existing roads. The satellites are contolled by the FEDS, so they allow the GPS Makers (Garmin, Mio, Tom Tom etc.) to use this system, in return, to control traffic flow on the DOT's clogged and aging roadway system. By doing this, they are forcing the GPS users to utilize these smaller, and older roads.
